Alberta autonomy can strengthen youth protection if the province uses it to build better enforcement. The goal is not weaker prevention. The goal is prevention that Alberta can inspect, publish, and adjust.
The balance
A provincial framework should protect youth while recognizing that adult access, legal retail, and illicit supply are different policy categories. Stronger youth protection comes from measuring each category clearly.
What autonomy should produce
- Provincial inspection results.
- Online and parcel-post enforcement reporting.
- Public youth-prevention indicators.
- AGLC-style training and compliance tools.
- A review that Albertans can read without legal translation.
Important distinction
This is not a claim that the Premier has endorsed any coalition or any vaping-specific position. It is a policy alignment point. If Alberta is serious about provincial autonomy, then Alberta should build the enforcement model for Alberta's nicotine market rather than leaving the file half-built.
