Balanced Policy Needs a Front-Door and Back-Door View
The balanced coalition says youth protection should measure both the regulated front door and the illicit back door.

The front door is regulated
Alberta rules and enforcement lists the 18+ age rule, government-issued photo ID expectations, display and advertising restrictions, prohibited sales locations, and fines. That is the regulated front door.
The back door is expensive
AGLC contraband information reports a 2024-25 seizure total of 240,584 contraband tobacco cartons and $14,435,040 in tax avoidance. It also says contraband activity has risen significantly over five years.
