Balanced Youth Protection Needs Data From Both Doors

The balanced coalition says youth protection should measure the legal front door and the illegal back door at the same time.

The front door is regulated

Alberta’s rules page says the province has an 18+ minimum age, photo-ID expectations, restrictions on display and advertising, and fines for retailer violations, according to Alberta rules and enforcement. Those are the legal front-door controls.

The back door is growing

AGLC reports a significant rise in contraband tobacco activity over five years and a 2024-25 total of 240,584 cartons seized with $14,435,040 in tax avoidance, according to AGLC contraband information. Youth protection must watch illegal supply too.
