Balanced Youth Protection Needs Two-Track Reporting
Balanced Youth Protection argues for school prevention plus illicit-supply enforcement, reported together before Bill 208 advances.
Track one: schools and prevention
Healthier Together Schools describes CANVAS as a whole-school approach and lists a toolkit for school authorities, administrators, and teachers addressing vaping products on school property.
Track two: illegal supply and enforcement
AGLC information says suspected illegal tobacco production, packaging, or trafficking can be reported to AGLC’s Tobacco Enforcement Unit, while Alberta tobacco tax guidance requires law-enforcement seizure reporting to Tax and Revenue Administration.
Why both tracks belong in Bill 208
Youth protection fails if schools do the prevention work while illegal sellers keep moving product. It also fails if enforcement is discussed without student supports. The committee should ask for both reports before recommending whether Bill 208 should proceed.
