A balanced youth-protection policy should not celebrate one metric while ignoring the others. Alberta should ask whether youth use falls, illegal supply falls, and lawful adult access remains visible enough to enforce.
Why three measures matter
AGLC reported large, quantified contraband tobacco enforcement results in 2026, while Alberta separately lists vaping age, ID, penalty, and complaint-response rules on Alberta rules and enforcement. Those two records show that legal compliance and illegal supply need separate ledgers.
The bottom line
Before Bill 208 proceeds as a finished answer, the committee process described on the Economic Future page should produce a public measurement plan.
