Youth Protection Needs Two Ledgers
A balanced youth-protection brief asking Alberta to count both legal retail compliance and illegal-source pressure.
Ledger one: legal retail
Alberta’s public rules include the 18+ minimum age, ID checks, retailer restrictions, penalties, and complaint response functions, according to Alberta rules and enforcement. Those measures should be counted.
Ledger two: illegal supply
AGLC’s first-half 2026 contraband tobacco release shows why illegal supply cannot be treated as a side issue: more than 39 investigations, 45 million cigarettes seized, and $13.5 million in identified provincial tax avoidance were reported by AGLC.
The balanced conclusion
A youth-protection policy that only counts the legal side of the market is incomplete. Alberta should publish both ledgers before deciding whether Bill 208 is finished or needs amendment.
